William “Bill” H. Starks, 94, of Owensboro passed away Saturday, January 18, 2025, at Owensboro Health Regional Hospital. The Logan County native was born October 12, 1930, to the late Cecil and Francis Thurmond Starks. Bill was a Kentucky State Trooper from 1960-1985 when he retired with the rank of Sargeant. Part of his duties included being head of security for Lieutenant Governor Stovall. Bill’s passion was fishing, and he loved going to lakes and rivers. He would travel to Alabama often with his fishing buddies. Bill was kind and loving to friends and family, but you never had to wonder where he stood on any issue. Bill was a resident of Fern Terra for the last two years where he had many good friends.
In addition to his parents, Bill also was preceded in death by his brother, Robert Starks and his in-laws, Howard and Zelma Jarvis.
Those left to cherish his memory include his wife of fifty-five years, Betty Jarvis Starks; four children, William Henry “Hank” Starks (Carol) of Punta Gorda, Florida, Byrne Coles (Eddie) of Atlanta, Kelley Deviney of Owensboro, and Benjamin Starks (Pam) also of Atlanta; six grandchildren, Justin Starks, Krystin Starks O’Connell (Daniel), Aaron Galloway (Farrah), Ashley Trindle, Jonathan Miller , and Mitchell Starks; seven great grandchildren; siblings, Mary Milam (Bob), Martha Hacker (Ron), and Jonnie Smith; numerous nieces and nephews.
A Memorial service will be held at noon on Saturday, February 1 at Glenn Funeral Home and Crematory.
