Rhonda Jo Westbrook Bailey, 82, passed away peacefully at the Heartford House on Tuesday, November 28, 2023. Rhonda was born on November 18, 1941, in New Boston, TX to Wesley Westbrook and Ada Jo Fry Westbrook. She was raised in Granbury, TX. 

After school, she began working in the insurance field. Rhonda then married and they settled in West Palm Beach, FL. She made her way to Owensboro in 1993 by divine intervention and continued working in the insurance industry. After retirement, Rhonda lived in Maggie Valley, NC where she remarried Layton D. Bailey, Jr. In 2015, Rhonda made Owensboro, KY her home. 

She was an avid reader. Rhonda loved cooking, baking, music, crossword puzzles, playing scrabble, collecting tins and frogs, watching classic movies, Jeopardy, and Food Network. She also enjoyed NASCAR and loved NFL football as she was the Miami Dolphins number one fan. More than anything she cherished spending time with family and friends. For those that were blessed to meet her they knew her as Nannie Jo, Nan Jo, Non Jo or Mimi. They also knew her name was synonymous with the acronym F.R.O.G, Fully Rely On God. This was our mother’s mantra and she lived it every second of the day. She was a woman of faith, grace, kindness and love. She touched so many lives on her journey and will be forever missed. 

Rhonda is survived by daughters, Sheri Bailey, Kimberly Fogle (David); son, Brian Mattingly (Rachel); five grandchildren, Bailey Harness (Bryan), Kristin Garrett (Gerrimy), Shaun Goebel (Alexis), Preston Garrett (Dena), Collier Moorman Higgs; one great granddaughter, Olivia Harness; two sisters, Mary Alice DeViney (David) and Phyllis Heglund; also extended family from Texas to Australia. 

Services will be private at this time. A celebration of life will be planned at a later date to include her beautiful family and friends.
