Judge Garland Whitt Howard

Judge Garland Whitt Howard, 75, of Owensboro passed away Wednesday, Oct. 7, 2009, at home, surrounded by family. He was born Feb. 24, 1934, in Magoffin County to the late Allie Moore and Jessie Whitt Howard. He graduated with honors from Millersburg Military Institute, Centre College and the University of Kentucky College of Law. He was co-captain of the 1955 undefeated Centre Colonels football team and held the KIAC conference record in high hurdles for several years. Upon graduating from law school he moved to Owensboro and began his practice of law in 1959.
He was a founding member of Century Christian Church. He was active in the community for many years, including serving as general counsel for Owensboro-Daviess County Progress Inc., was instrumental in working with Rep. Bill Natcher to obtain the grant to construct the Daviess County Courthouse, active for many years with the YMCA and later assisted with the location of the present Family Y and assisted the city with the negotiation and acquisition of the land for the former Daviess County Public Library.
He was a member or supporter of Owensboro Jaycees, Junior Achievement, United Way, March of Dimes, Kentucky Wesleyan College, Brescia College and the All-American Club, sponsored a golf tournament for the local foster children's organization, and many more. During his legal career he served two terms on the Kentucky Board of Tax Appeals and served as chairman during the second term, served as master commissioner of the Daviess Circuit Court for 10 years, served as president of the Daviess County Bar Association in 1986, served on the Kentucky State Bar Ethics Committee and in 1995 was appointed to serve as judge of the Daviess Circuit Court Division I and served until retirement in 2000.
Survivors include his wife of 53 years, Mary Anne Howard; children Anne Howard Shelburne and husband Tim of Winston-Salem, N.C., Brad Howard of Bowling Green, Scott Howard and wife Clary of Owensboro and Margaret Howard Powell and husband Shaun of Fort Thomas; eight grandchildren, Timothy Owen Shelburne Jr., Howard Whitt Shelburne, Matthew Garland Howard, Amanda Michelle Howard, David Scott Howard and wife Amanda, Jessica Taylor Howard, Gabriel Shaun Powell and Audrey Veronica Powell; a great-grandchild, Jazlynn Daisy Howard; sisters Ruth Ann Hughes and husband William "Skip" of Owensboro and Helen Howard Hughes and husband Tom Brumley of Lexington.
Services will be held at 1 p.m. Saturday at Glenn Funeral Home & Crematory, with burial in Owensboro Memorial Gardens. Visitation is from 2 to 8 p.m. Friday and 11 a.m. to 12 p.m. Saturday at the funeral home.
